The operational framework of Project Monarch is a direct evolution of Project MKUltra, the CIA’s human experimentation program that officially ran for two decades. While MKUltra focused on the use of chemical agents like LSD and sensory deprivation to break down the human psyche, Project Monarch refined these techniques by utilizing systematic trauma to achieve dissociation.

Dissociation is a psychological defense mechanism where the mind creates a "wall" between itself and a traumatic event. In the context of Monarch, this is not an accident; it is the goal. Once the mind has dissociated, these compartments can be isolated and programmed individually;
