המדיניות הכלכלית של נתניהו וסמוטריץ' מובילה את ישראל לאסון פיננסי, באמצע המלחמה.
אל תתרגשו מהכותרות המפוצצות על "מהלך דרמטי" של סמוטריץ', תרשו לי לעשות לכם סדר:
ישנו צורך בעת הזו להגדיל משמעותית את ההוצאות האזרחיות לצורכי המלחמה. באוצר הגיעו למסקנה כי הצורך הזה בשנת 2023 מסתכם בכ-13 מיליארד ש"ח.
הדרך הנכונה לעשות את זה היא לנצל את כל המשאבים הקיימים בתקציב, ולהסיט כספים מסעיף לסעיף.
ממשלה אחראית הייתה מתחילה בהסטת *כל הכספים הקואליציוניים* שנשארו לשנים 2023-2024 בסך כ-8-9 מיליארד ש"ח וסגירת המשרדים המיותרים, שמביאה חסכון נוסף של 1.5-2 מיליארד ש"ח.
עוד 2-3 מיליארד ש"ח ניתן לאתר בפרויקטים הקיימים במשרדי הממשלה.
אופציה נוספת - שחרור דיבידנדים של החברות הממשלתיות בסך של כ-2 מיליארד ש"ח (הלו, דודי אמסלם?).
וכך היינו מגיעים בשנת 2023 לתוצאה הרצויה, ללא פריצת מסגרת התקציב, ועם מסר ברור וחיובי לחברות הדירוג, ואז בונים מחדש את תקציב 2024, באופן מקצועי ואחראי, כולל שינוי אמיתי של סדרי עדיפויות.

מה עושה סמוטריץ'?
לא סוגר אף משרד מיותר.
מקצץ רק 1.7 מיליארד ש"ח בפעילות המשרדים הקיימים (עוד 600 מיליון בבחינה), ויוצר "קופסה" חוץ תקציבית על סך 8.9 מיליארד ש"ח למימון הוצאות אזרחיות. בפעם הקודמת שיטת "הקופסאות", בתקופת הקורונה, הביאה אותנו לגרעון מפלצתי של 11.5%. מזל שממשלת השינוי ידעה להתמודד איתו בהצלחה, אבל המחיר למשק היה כבד.
אז מדוע לחזור על התרגיל החשבונאי המסריח הזה פעם נוספת?
התשובה ברורה - במטרה לשמר בייס פוליטי ו"להלבין" את הכספים הקואליציוניים.

הכותרות דיברו אתמול כי סמוטריץ' מבצע "קיצוץ עצום" בכספים הקואליציוניים - 1.6 מתוך 2.5 מיליארד ש"ח בשנת 2023. 70%!!!
רק שזו הטעיה.
סמוטריץ' משחרר *רק* 1.6 מתוך 9 מיליארד ש"ח הכספים הקואליציוניים, כ-18% בלבד.
משחרר 1.6 מיליארד, מממש 900 מיליון בתקציב 2023 ואת השאר - כ-6.5 מיליארד ש"ח - מכניס לבסיס התקציב החדש לשנת 2024.
מי ישמור על השמנת ולא ייפגע בשקל? החינוך החרדי, משרדה המיותר של אורית סטרוק, משרדי המורשת, המסורת וכל הקשקושים הפוליטיים הנלווים שממשיכים לבזוז כספי ציבור באמצע המלחמה.

זה מקומם ומטריף את הדעת.
אנחנו בדרך לשלם מחיר כלכלי כבד ומיותר, רק כי מדובר בממשלה לא אחראית, לא מקצועית והכי סקטוריאלית מאי פעם.
ההפקרות הזאת היא ההפך מ-"יחד ננצח".
אנחנו ננצח, למרות הביזיון הזה.
אבל זה חייב, פשוט חייב להתנהל אחרת.

שגרירות אוקראינה בישראל מציינת בצער כי ממשלת ישראל הנוכחית בחרה בנתיב של שיתוף פעולה הדוק עם הפדרציה הרוסית.
העדות לכך היא ברצף אירועים שנויים במחלוקת שאירעו מתחילת 2023 יחד עם היעדר כמעט מוחלט של סיוע הומניטרי לאוקראינה. בין אירועים אלו ראוי לציין ביקור של משלחת משרד החוץ לאוקראינה בפברואר ומספר ראיונות שנתן ראש הממשלה לתקשורת הישראלית, כולל הריאיון לג'רוזלם פוסט בשבוע שעבר.
ראשית, כל ההצהרות הרלבנטיות שנתן ראש הממשלה, נעשו במטרה להצדיק את חוסר הפעולה המוחלט של ישראל בכל הנוגע למתן אמצעים הגנתיים לאוקראינה במהלך השנה וחצי האחרונות.
בתחילה, הטיעונים לכך נסובו סביב היחסים המיוחדים של ישראל עם רוסיה בסוגיית סוריה וכן הפגיעות של הקהילה היהודית בפדרציה הרוסית. אולם בראיון האחרון, הוצגו גם טיעונים בדיוניים וספקולטיביים לחלוטין כאילו נשק מערבי מועבר משדה הקרב באוקראינה למשטרים באיראן ובסוריה.

כמו כן, ממשלת ישראל ניהלה בהצלחה שני סבבים של משא ומתן מדיני בדרגים גבוהים עם משרד החוץ של הפדרציה הרוסית. בנוסף, הושג הסכם הנוגע להקמת נציגות דיפלומטית רוסית נוספת בירושלים. לנציגות זאת הוקצתה קרקע בחינם והיא הוגדרה על ידי משרד החוץ הישראלי כ"הישג מדיני".
ראוי לציין גם את ההתעלמות הבוטה מגבולות מוסריים שהפגינו בכירים ישראליים רבים שהשתתפו בקבלת פנים דיפלומטית שאירחה שגרירות רוסיה בירושלים בשבוע שעבר. יתר על כך, משרד החוץ הישראלי שתק שתיקה רועמת בכל הקשור להצהרות האנטישמיות שנעשות בשגרה על ידי פוטין ואנשיו.

בעוד שמדינות דמוקרטית מטילות סנקציות על רוסיה ומגדירים אותה כמדינה טרוריסט המבצעת פשעי מלחמה על בסיס יום-יומי, ישראל לא מטילה אף סנקציה ואף הגבירה בשנתיים האחרונות את המסחר הבילטרלי עם המשטר ממוסקבה העקוב מדם.
בזמן שתושבי אוקראינה, בכללם בני הקהילה היהודית הגדולה שלה, מדממים תחת מתקפת הטילים הרוסיים והמל"טים האיראניים, ההנהגה הישראלית מסתתרת מאחורי דמגוגיה מילולית אודות הניטרליות שלה (שאותה היא כבר לא מסתירה) ויוצרת קשרים עם הפדרציה הרוסית. במציאות, בשטח, ה"ניטרליות" לכאורה של ממשלת ישראל היא עמדה פרו-רוסית מובהקת.

למרבה הצער, ממשלת ישראל מקדישה תשומת לב מועטה לדעות של הציבור שלה עצמה, ומתעלמת גם מיהדות התפוצות, שתומכת באופן חד משמעי באוקראינה ובמאבקה נגד מדינת הטרור הרוסית.

אנו קוראים לממשלת ישראל לשנות את עמדתה, לתמוך באוקראינה עם אמצעי מיגון, לתמוך בחירות ובסדר הדמוקרטי העולמי. אנו מצפים מישראל להיות בצד הנכון של ההיסטוריה!

The Embassy of Ukraine in the State of Israel emphasizes with regret that the current Israeli government has opted for a path of close cooperation with the Russian Federation.
This is evidenced by a series of rather controversial events that took place in the first half of 2023, coinciding with the near absence of Israeli humanitarian assistance to Ukraine. Particularly noteworthy among them are the fruitless visit of the Israeli Foreign Minister to Ukraine this February and a series of interviews by Prime Minister Netanyahu with media outlets including the most recent one with the Jerusalem Post on June 22.
Primarily, all relevant statements made by the Israeli Prime Minister have always aimed at justifying Israel's complete inaction in providing Ukraine with defensive assistance over the past 1.5 years. Initially, arguments were centered around Israel's special relations with Russia in Syria and the fragile situation of the Jewish population in the Russian Federation. However, in the latest interview, entirely fictional and speculative assumptions were introduced, suggesting the transfer of Western weaponry from the Ukrainian battlefield to the Syrian and Iranian regimes.

Moreover, recently, the Israeli government has successfully conducted two rounds of high-level political negotiations with the Russian Ministry of Foreign Affairs. Additionally, an agreement has been reached regarding the establishment of another Russian diplomatic mission in Jerusalem, for which land for free has even been allocated and was presented by the Ministry of foreign affairs as a "Big achievement".
It is worth noting the blatant disregard for moral boundaries demonstrated by numerous senior Israeli officials who attended a diplomatic reception hosted by the Russian Embassy in Jerusalem just a week ago. Furthermore, the Israeli Ministry of Foreign Affairs has been dead silent regarding the regular anti-Semitic statements made by Putin and his minions.
While democratic countries impose sanctions on Russian as a terrorist country, that commits war crimes on a daily basis, Israel imposed no sanctions at all, moreover it has increased bilateral trade with bloody Moscow regime during the last two years.

While the people of Ukraine, including its substantial Jewish community, are bleeding under the onslaught of Russian missiles and Iranian drones, the Israeli leadership, hiding behind verbal demagoguery about their neutrality (albeit no longer concealing it) actively forges relations with the Russian Federation. In reality, on the ground, the so-called “neutrality” of the Israeli government is considered a clear pro-Russian position.

Regrettably, the Israeli government pays little attention to the opinions of its own people and disregards the pleas of the global Jewish diaspora, who unequivocally support Ukraine in its struggle against Russian state terrorism. We urge Israel government to change its position and to support Ukraine with defensive means, to support freedom and democratic world order. We expect Israel to be on the right side of history!
