Legendary shards' failure as a currency is the fault of balancing, not the lack of a cap. Over the years, a small percentage of endgame players accumulated lots of shards, so bungie made things more expensive to match. They (somehow) didn't realize that this would make the game worse for new and casual players because they wouldn't be able to afford anything. This failure resulted in them giving up on a system that served the game very well over many years.
Now, there is no hoardable resource to incentivize and reward long term engagement, which is why weapon godrolls must be handed out so rapidly.
Removing legendary shards caused irreparable damage to the game's economy.
If Bungie had instead simply balanced based on expected earn rate, the currency would've served its purpose much more effectively for all players. Endgame players would be able to buy lots of stuff, sure, but this doesn't hurt the game nearly as much as a complete lack of long term resource incentive.
