Somaliland Water Experts Complete Advanced Israeli Ministry of Foreign Affairs Training Program

A cohort of 25 senior water sector professionals and top officials from Somaliland have successfully completed a specialized training program titled "Sustainable Water Management in Urban Centers" in Israel. The intensive program was hosted by MASHAV, Israel's Agency for International Development Cooperation under the Ministry of Foreign Affairs.
The advanced training focused on equipping the Somaliland delegation with cutting-edge Israeli water technologies, climate-resilient urban planning, and sustainable resource management strategies to help address escalating water scarcity challenges across the Horn of Africa.

When the Republic of Tanganyika and the People’s Republic of Zanzibar joined in a union to form the United Republic of Tanzania, they notified all relevant multilateral organizations, such as the United Nations, of the formation of their new nation.

The government of the new nation subsequently registered the Articles of Union with the United Nations under Article 102 of the UN Charter, as required.

All treaties and international agreements entered into by UN member states must be registered with the Secretariat of the United Nations.

If a treaty or agreement is not registered, the parties cannot invoke it before any organ of the UN, including the International Court of Justice (ICJ).

The Republic of Somalia (former trusteeship) followed none of the steps taken by the United Republic of Tanzania. There was no name change indicating the formation of a new political entity, no notification to the relevant parties of the creation of a new country, and no Articles of Union or other legal instruments signed between the sovereign states of Somaliland and Somalia registered at the United Nations, as required. The independent state of Somaliland was simply absorbed, and its sovereignty was illegally annexed without the consent of its people, as required.

The Mogadishu administration routinely asserts its juridical claims under international law; however, its failure to adhere to the requisite legal procedures and frameworks renders such assertions untenable. Given its noncompliance with established protocols, it would be unable to substantiate its position before the @CIJ_ICJ should the matter be formally contested.
