Two women were arrested for identity theft in Ulundi this week. 

One of them is a 55-year-old South African, while the other is believed to be a 44-year-old foreign national. 

They allegedly worked together to help a foreign teenager apply for an ID at the Mahlabathini office last August, using the particulars of a South African man from Ulundi. 

The victim - whose birth certificate was stolen - became aware when he visited the Ulundi office to apply for a smart ID for the first time. 

An internal investigation was launched by the DHA's Counter Corruption Unit, which led to a criminal case registered by SAPS. 

The women are currently in custody and are due back in court next week. 

Investigations are continuing and more arrests are possible.

What this means in simple terms

If a foreign couple has a baby in South Africa, the baby’s birth must be registered even if the parents are undocumented or overstayed their visas. The child must be issued a birth certificate recording the facts of their birth that can lately be used to register their children in their countries.

What it does not mean:

-It does not make the child a South African citizen.
-It does not give the parents legal status or permanent residence.
-It does not stop Home Affairs from deporting parents who are in the country unlawfully.

The judge specifically emphasized that birth registration does not automatically confer South African citizenship.
