@CTVVancouver Jann Arden, it's not cruel and the horses have to work or yes they end up exported for dog meat. Please educate yourselves on the history/care of those working animals, be they horses,dogs, or any working animal.

1. It won't stop the excessive or aggressive drivers from speeding. See this constantly in Brentwood Bay and Cyclists are often passing motorists going 40 km/h as well. Road rage also
2. Low speeds are closer to an idle and are causing more emissions.
