BREAKING: SpaceX urges ICASA to resolve ownership rules blocking Starlink in South Africa 🇿🇦

SpaceX’s Ryan Goodnight appeared before ICASA during its latest public hearings on satellite spectrum and fee regulations.

SpaceX asked ICASA to:

• Clarify how the 30% ownership requirement applies to new gateway and user-terminal licences
• Charge gateway fees per licence instead of per ground station
• Allow one blanket licence to cover an entire fleet of terminals
• Widen Ku-band access for terminals used on aircraft and ships
• Provide minimum 10-year licence terms with clear renewal rules

Goodnight said SpaceX has completed 680+ successful missions and now serves 12M+ Starlink customers worldwide. He called ICASA’s consultation a “very, very welcome improvement” and praised the regulator for using international best practices.

The DA is in the Gauteng High Court to set aside the unlawful suspension of Johann Mettler as Tshwane city manager. We also want the allegations against CFO Gareth Mnisi to be treated as “serious”. This is about more than the individuals concerned; it’s a critical battle against state capture in the 98 days left until the 2026 local government election. Mettler is being targeted by the ANC-led coalition because he stands in the way of corruption. We have serious concerns about what will happen to taxpayers’ money if Mettler is kept out of his position for three months, especially at the start of the municipal financial year. As far as Mnisi is concerned, we cannot unsee what we’ve seen, both at the Madlanga Commission at in the city’s own forensic reports. The allegations against Mnisi are serious, and if he is found guilty, he must be dismissed. I’ll keep you updated on what happens in court. As for the mayor of Tshwane, Nasiphi Moya? She’s too scared to stand up to her ANC and EFF senior partners.
