3/3: Revisit NZ's onerous Minimum Quality Standard. No imports or NZ products make the grade, so obviously the level has been set too high. Should be a two-tier standard: GMP for imports and exports + Food grade for locally-made herbal products.

2/3: Allow low-dose CBD products over-the-counter. Same as most countries including USA. CBD is non psychoactive and no history of adverse effects. It should be regulated like paracetamol not tramadol.
