This is pure Nautanki. The notification clearly says no charges on payments up to ₹2000, not even customer-to-merchant. Samosa, momos, Manchurian, Kachori, rolls etc hardly costs ₹200-300.
Who eats for more than ₹2000 at such small thelas? Even in restaurants, hardly anyone gets billed more than ₹2000. And in fancy restaurants, where bill is higher, most elites pay by card.
