European immigrants are literally depicted as rats flooding America. They are branded mafia, anarchist, socialists, assassins and murderers. America portrayed as Europe's dumping ground for its “undesirable elements.”

That status does not currently exist at all — it would effectively have to be created from scratch for a new kind of relationship with Ottawa.

Canada is not considering full EU membership for now, but the direction is clear: Europe and Canada want to get as close as possible without going all the way to formal membership.

It looks like the EU could soon have its first participant from across the Atlantic.

What is the cheapest way to destroy a country?

Infect it with a virus.

And what is the best virus for destroying a country? Communism.

During World War I the Germans had a problem: they were losing it. And for all their faults, they know how to be ruthless and effective in solving their problems.
They had a virus in hand: Lenin.

So when they were losing the war, they decided to use it against Russia, to destroy it from within. The strategy proved successful beyond their wildest expectations.

The German general staff decided to put him in a sealed train.

Zurich, 9 April 1917. Lenin and some thirty other revolutionaries board a carriage that will cross the entire length of wartime Germany. Sealed, because Berlin understood exactly what it was transporting: the carriage was given extraterritorial status, the doors were locked, and a chalk line on the floor marked the border between the Russian revolutionaries and their German escorts. They were shipping a pathogen and they took precautions with the container.

Eight days later he arrived at the Finland Station in Petrograd and started work immediately. Peace, land, bread – and above all, end the war. Which was precisely what Berlin had paid for.

Because they did pay. German funding for the Bolsheviks ran into tens of millions of marks: printing presses, newspapers, agitators, wages. The best return on invested capital in history, if you don’t count what came afterwards.

It worked beyond anything they had imagined. In October the Bolsheviks took power. In March 1918, at Brest-Litovsk, Russia signed away Ukraine, Poland, the Baltics, Finland – a quarter of its population and much of its industry. Germany got everything it wanted in the east.

And eight months later Germany lost the war anyway.

That is the part worth sitting with. They released the virus, collected exactly the result they wanted, and were defeated regardless – while the pathogen they had shipped east went on to kill tens of millions, occupy half of Europe including my country for two generations, and arrive in Berlin in 1945 with an army behind it.

Churchill said they had transported Lenin into Russia like a plague bacillus. He was right about the method. He underestimated the incubation period.

The lesson is not about Germans. This virus has always spread by being useful to somebody – a general staff, a foreign ministry, a faction that thinks it can aim the thing at an enemy and stay immune itself. Nobody stays immune. That is what makes it a virus and not a weapon.
