The first step in interpolating a digital signal is to introduce zeros, the second step is to apply a low pass filter.
That is what happens here. The CRT (or digital effect) introduces zeros (black points), then as you are away from the TV, a low pass filter occurs naturally.
This will produce intermediate values (interpolation) making the original signal smoother and removing high frequency content (sharp edges)
