IW did the Multiplayer. Raven assisted with the DLC content.

IWs Robert Bowling literally talks about how the main goal was to no reinvent the wheel just to balance things from MW2.

MW19 and MWIII had a perfect balance.

Infinity Ward made Warzone, and Al Mazrah can't be ported since it was build in IW9, MW19/WZ was build in IW8.
