Yes. Flock are changing their hardware ids to prevent from being detected. Multiple cameras i knew existed slowly stopped being detected by ouispy. We can expect a rotating set or hwids from them.

For builders, if you put an external button on your wardriving rigs that will trigger a log line to record " a "data anomaly" for that gps location and surrounding device ids.

If you see a flock camera or other camera that has clear RF antennas you push the button. When you come home you can determine what's around when you push it.

Enough data collection at that spot during your daily drive and you should be able to determine what hwids they're using.

Crowdsource that data and we have a constantly updated list of ids/ouis to use for detection.
