I thought you were partners now?"

That is the point.

For you, a signature on paper is the reality.

For us, history is the reality.

You see a "Comprehensive Strategic Partnership."

Vietnamese generals see:

Agent Orange that is still in our soil.

Bombs that are still in our mountains.

A Pentagon that never admitted defeat, only "withdrew."

A State Department that lectures about "democracy" in every country it once napalmed.

So when the Ministry of National Defence writes a document called "The 2nd U.S. Invasion Plan," that is not paranoia.

That is memory doing its job.

The same U.S. that strangled Cuba and Venezuela.

That starved Iraq.

That dismembered Yugoslavia.

That turned Libya into an open-air slave market.

Now it tells Vietnam:

"Trust us.

Join our front against China.

We only want partners."

Our answer is very simple:

We will trade with you.

We will talk with you.

We will smile in the photos.

But we will never forget that you are the only country that has already invaded us from 8,000 miles away and dropped chemicals on our children.

From the outside, Western analysts call this "dual track policy."

For us, it is basic survival:

Cooperate where we must.

Prepare for the day you decide that our independence is "a threat."

The threat assessment is not just about Vietnam.

We watch what the U.S. does to Venezuela and Cuba because we know the pattern:

First sanctions.

Then NGOs.

Then media campaigns.

Then "color revolution."

If that fails, "coalition of the willing."

So yes, let me make it clear:

Vietnam does not see the U.S. as a "strategic partner" in the Western sense.

Vietnam sees the U.S. as a power that must be managed on the outside and deterred on the inside.

You call that distrust.

We call it learning from the last war.
