Receive a desktop browser alert whenever gas price is below 20 gwei

To set it up:
1. Click on "Settings" button in Etherscan Browser Extension
2. Enable "Gas Price Alerts"
3. Set it to notify when "Avg Gas price is < 20 Gwei"
