PRESS STATEMENT ON THE REVIEW OF BUSINESS REGULATIONS FOR LIVESTOCK AND DAIRY FARMING AND THE STOCKFEED SUB-SECTORS
Government has launched sweeping Ease of Doing Business reforms in the livestock, dairy & stockfeed sectors that has seen 20+ permits & levies scrapped or reduced, compliance costs slashed,investment encouraged and jobs & rural livelihoods boosted.
These reforms align with HE President @edmnangagwa’s vision under the mantra: “Zimbabwe is Open for Business.”
KEY REFORMS INTRODUCED
Registration Fees
• AMA farm reg. fee: now $1 flat
• Small/medium farmers: no certificate fee
• Dairy processor reg.: cut from $350 to $50 (once-off)
• Feed mfg. reg.: now $20 flat fee
Livestock Movement Permits
• Local authority duplicate permits: Abolished
• Clearance fees: cut from $10 per animal → $5 per herd
Import/Export Permits
• Livestock genetics import: $100 → $20
• Dairy exports: $900 → $10
• Meat export: $500 → $100
Health & Safety Compliance
• Health certificate: $300 → $100
• Abattoir setup fee: $350 → $50
• Veterinary reg.: $600 → $100
• Food handler health certs scrapped
EMA Fees
• Effluent disposal: $800 → $100
Water & Environment
•ZINWA abstraction fees abolished
•Groundwater permit: $10/farm
•EIA Licence: cut from 1.5% → 0.05% of project value (capped at $100,000)
Other Removals
• AMA livestock levy
• Biosafety permit
• CBCA certificate
These changes will:
•Lower costs for farmers & SMEs
•Encourage formalisation
•Attract investment
•Boost productivity
•Support rural jobs & development
These reforms will extend to other sectors, including:
