A Call to Local Action Against the Al-Qaeda Threat

We’ve received too many reports that a number of state-wide fusion centers have NOT distributed the Office of the Director of National Intelligence's National Counterterrorism Center's (NCTC) al-Qaeda threat reporting to local law enforcement in their states.

If agencies are unwilling to act, then everyday Americans must take responsibility to ensure these materials reach the people who need them. The scale and scope of the next attack on the U.S. homeland will be unlike anything we have seen before. You must take action now to prepare your community—because if you don't, no one else will.

Please print the ODNI press release and the NCTC memo itself and deliver hard copies to nearby law enforcement offices, fire stations, and hospitals. Veteran communities will be among the most affected by al-Qaeda's upcoming plot after Washington, D.C., and the aviation sector. If you live in an area with a large veteran population, also be sure to alert city officials, churches, synagogues, schools, shopping centers, and public-transportation hubs as well.

Thank you for doing the right thing for your communities. If this threat is not thwarted by our federal government, it falls to us to be prepared, to limit casualties in our hometowns, and to protect the people we love the most.

NCTC Warns of a Credible al-Qa‘ida Threat to the Homeland

For the first time in this plot cycle, the government has finally issued a product warning about al-Qa‘ida’s threat to the homeland. Director @NCTCKent, who leads the National Counterterrorism Center, has released this report to support law enforcement and first responders.

It’s a start. The greater Intelligence Community has far more it could be sharing beyond AQAP’s issued threats to help our communities prepare. But here’s the bottom line: don’t wait for Washington. State, county, and city officials—and law enforcement—have a duty to act now to prepare and protect the public.

Hamza’s War: The Plot to Bring America to its Knees

Al-Qaeda’s homeland plot was set in motion in December 2021, around the time Hamza bin Laden was first put in charge of al-Qaeda’s military. He was later made Emir in November 2022, solidifying his destiny as the bin Laden heir. All we know for certain is that al-Qaeda wants all attackers in the U.S. near the end of this year, fully ready to launch. Stop asking for an exact date—the terrorists aren’t gonna to announce it. Complacency will get you killed.

Who’s behind it?
Hamza bin Laden and his brothers Abdullah, Saad and Uthman are driving the homeland plot while Saif al-Adel handles the external-ops piece. The plan borrows tradecraft and ruses from the late Dr. Ayman al-Zawahiri who assisted in the initial design and operational theory from Abu Musab al-Suri. This is not one-group warfare; It’s a cross-pollinated campaign, receiving support from ISIS’s Military Commission and numerous other groups and affiliates including: ISKP, ISIS–Somalia, TTP, HTS, LET, AQIM, Al-Shabaab, IMU, the Haqqani Network, the Taliban, AQAP, Ansar al-Sharia (Libya and Yemen), JEM, JNIM, Hurras al-Din, and others tied to the jihadi battlefields in Bosnia, Algeria, Afghanistan, Libya, Yemen, and Syria.

What’s the overall design?
Think three headline pieces that work in tandem: catastrophic aviation attacks, a Mumbai-style hostage siege in Washington, and mass-casualty operations in U.S. cities where our Veterans call home.

Aviation piece:
A nod to Bojinka, the 2006 transatlantic plot, and the underwear bomber—this operation is designed to take down a dozen airliners over the U.S. using an evolved version of the underbomb, also known as the invisible or hidden bomb. To maximize the prevention of loss of life, enforce the use of millimeter-wave scanners—forcing attackers to rely on insiders, which creates more opportunities to thwart their plans.

Mumbai-style siege on Washington, D.C.:
A hostage/assault operation meant to bring the U.S. again to its knees in honor of the late Osama bin Laden, avenge captured or killed Islamist operatives, and paralyze a federal response elsewhere. Expect some previously known names to surface in this piece; symbolism matters as much as casualties.

Attacks where you live, work, and play: This campaign is designed to make people feel unsafe in their everyday lives—especially veterans and communities who have served overseas. The goal is for veterans to experience in their hometowns the same fear their families faced while they were deployed in Iraq, Afghanistan, and Syria. Think mass-casualty attacks.

Targets include churches, hospitals, shopping centers, public transit, and first responders. These will be carried out by 5–10 person urban-assault teams using fully automated weapons, IEDs, VBIEDs, and suicide tactics; they can choose, change, and adapt targets in real-time.

Important: teams are mixed. Don’t think a five-person team equals five members of one organization. A single assault team could include fighters from ISIS, HTS, Lashkar-e-Taiba, AQIM, & Al-Shabaab. The government won’t find these cells by focusing on one group at a time. Jabbar from New Orleans was actually part of one of these cells and seems to have gone off script early, chasing his own glory. Our government lied that he was a ‘lone wolf’. We should demand they wrap up his cell.

Bottom line:
A war is coming to the U.S. homeland—whether you like it or not. A terrorist plot of this scale has never been set into motion here, with al-Qaeda leading on one front and ISIS on another. The U.S. government’s failed counterterrorism strategy is enabling and funding the plot, and they show no willingness to change course. No one is coming to save you. Don’t underestimate the Bin Laden sons—those who dismissed their father paid the ultimate price on 9/11. Waiting for all the answers won’t make you ready. The terrorists are already in motion. It’s time for you to roll.
