Senator, do you remember why the Congressional body in 2023 censured you?

The House of Representatives censured then-Congressman Adam Schiff (D-CA) on June 21, 2023, by a 213–209 party-line vote. He was a House member at the time; he later became a senator. There was no Senate censure.

The resolution, H.Res. 521, sponsored by Rep. Anna Paulina Luna (R-FL), formally rebuked him for “misleading the American public and for conduct unbecoming of an elected Member.” It also directed the House Ethics Committee to investigate. An earlier draft that included a possible $16 million fine was blocked; Republicans dropped the fine and passed the revised version.

Republicans focused on Schiff’s work as ranking member and later chairman of the House Intelligence Committee during the Trump-Russia probes and the first Trump impeachment. The resolution accused him of:

Repeatedly claiming there was evidence of collusion between the 2016 Trump campaign and Russia. Special Counsel Robert Mueller did not establish a criminal conspiracy, though his report documented Russian election interference and contacts with campaign officials. Later reports by DOJ Inspector General Michael Horowitz and Special Counsel John Durham were cited as further undermining those public claims.
Releasing a memo defending the FISA warrant on Carter Page that Horowitz later found contained 17 significant errors or omissions.

Abusing access to classified information for partisan purposes.

Schiff and Democrats called the vote political payback for his investigations and for serving as lead House impeachment manager. He described the censure as a “badge of honor.” Censure is a formal public reprimand with no automatic loss of office or other legal penalty. Schiff became the 25th House member ever censured.
