In 2026 Manhattan has suffered four deaths from collisions involving E-Bikes, with another
169 people injured and maimed . Where’s hypocritical Brad Holyman’s detailed report on this public safety scourge ? Oh wait , Brad didn’t see any way to exploit a tragedy or any moment for political opportunism by issuing reports on E-Bike fatalities. In fact as a NYC Councilman and now Manhattan Borough President @bradhoylman has been absolutely silent on these deaths and injuries . This is just more performative political expediency from another same old tired shite career politician who is all sanctimony and no substance as he attacks 150 immigrant families struggling to survive in the midst of an unprecedented affordability crisis in NYC . @CentralLaborNYC@transportworker@TWULocal100
“Int. 943 fails everyone. It sentences the horses to death, ignores the wishes of the public, disregards the livelihoods of hardworking immigrant families and seeks to dismantle a safe, highly regulated industry without any compelling justification. New Yorkers deserve leadership that addresses genuine problems – not legislation that creates new ones.”

.@TWULocal100 horse carriage drivers thank the @NYCCouncil members who are standing with them and refusing to sign onto an anti-worker bill that provides no guarantees of employment or compensation for having their livelihoods ripped away.
From today’s Daily News:
The bill to end New York’s horse carriage industry “being ‘debated’ is a mess” and last week’s extremely biased City Council hearing “was either a sideshow or a show trial”.
We can do better. But there is no hearing scheduled for Intro 937.
TWU International President John Samuelsen with a textbook indictment of a politically ambitious @NYCCouncil Speaker, @JulieMenin, who is moving to wipe out the jobs of an overwhelming immigrant workforce, rather than address any safety concerns by actually governing, thinking it will advance her career. Councilwoman Encarnación has signed onto the carriage-horse ban bill - which would eliminate the jobs of about 200 IMMIGRANT WORKERS and economically devastate their families. There are NO GUARANTEES of other jobs. A true champion for immigrants would assist and uplift, protect their jobs and help them succeed with their American Dream, not sponsor their economic collapse . @TwuSamuelsen
You can cherry-pick, push-poll, and beg the question all you want.
The facts are simple and don’t require a 15-page dissertation:
In more than 160 years of operation, there has been one passenger fatality from a horse carriage. And we mourn this tragedy along with the rest of the city.
Deaths of Central Park horses are rare. Meanwhile, more than 2,000 racehorses have perished at tracks across New York State in the last 16 years [https://t.co/goZlIL3mQr]
Traffic? Police horses maneuver through traffic all the time. Just a couple of months ago, a police mounted unit chased down a purse snatcher on the UWS [https://t.co/uosSNNXWQY]
Safety? More than 200 people lost their lives in traffic accidents in 2025. That includes 16 people on e-bikes. 15 people on mopeds. 21 people on motorcycles [https://t.co/uqLwHfHYDi]
Despite all of this, we don’t see city lawmakers demanding the racetracks be closed, or the e-bikes and scooters be banned. Why is that?
Follow the money…
If the E-Bikes were housed in stables occupying valuable Manhattan real estate , things would most assuredly be different . There would be well funded opposition to the E-Bikes , including several champions on the NYC Council and across NYC Politics, like the Manhattan Borough President for instance , all speaking up on a daily basis about the consistent maiming inflicted upon New Yorkers in Central Park and beyond . But no such luck. The E-Bikes don’t occupy valuable real estate , so elected officials don’t care about the havoc they wreak. @CentralLaborNYC@transportworker@NYCMayor
. @ChrisMarteNYC seems awfully disinterested as he destroys the livelihoods of 150 blue-collar carriage drivers, but that’s no surprise. He never showed any interest in the extreme negative impact this carriage-horse ban bill would have on working families. @TwuSamuelsen
.
@lynn4ny seemed perfectly content to allow Chris Marte to snore his way through her Health Committee hearing on his bill to destroy livelihoods and potentially kill horses . What a total farce .
Local 100 members came together this morning at City Hall for a rally before the hours-long hearing on a bill that would eliminate the carriage horse industry.
Given the tragic death of an 18-year-old tourist in a carriage last month in Central Park, we are supportive of a bill proposed by Council Member Jim Gennaro that would provide for greater safety oversight, hitching posts in the park, mandatory retraining for drivers and many more safeguards.
Unfortunately, Gennaro’s bill hasn’t been scheduled to be heard.
Instead, many Council Members seem to have already decided to support the bill that would end the 167-year industry, putting the owners, carriage drivers and their families in financial peril with no guarantees of employment, just “opportunities”, and no guarantee of a safe future for the horses.

A load of horse manure from the Central Park Conservancy and its $1.3 million-a year “nonprofit” CEO Betsy Smith. Polling by Slingshot and the Honan Strategy Group found strong support for enhanced regulation and oversight to keep the horses in the @CentralParkNYC and not destroy the livelihood of the immigrant drivers and carriage owners. @NYCCouncil@Lynn4NYC@CMMercedesCD46@CnDelarosa@AmandaFariasNYC@TwuSamuelsen
The proposed NYC carriage horse ban, Intro 943, is a recipe for economic disaster for immigrant workers and their families, with the strong potential of harm for the horses themselves. Councilman Abreu's grandstanding, duplicitous video, using his goddaughter as a political prop in support of Intro 943, doesn’t change that one iota. @TwuSamuelsen@ShaunAbreu@ChrisMarteNYC@NYCCouncil@JulieMenin@CMMercedesCD46@CnDelarosa@Lynn4NYC@JoannAriola32
Nope.
“Our polling shows most New Yorkers oppose a ban. They don't want to see immigrant carriage drivers, owners, and their families economically wiped out. Or carriage horses forced into unpredictable, dangerous futures. They know that some would very likely end up at slaughter auctions or be euthanized. They want more regulation & enforcement, and we support that." @TWULocal100 Adm. VP Kemp said, citing polls by Slingshot and the Honan Strategy Group.
Local 100 President John V. Chiarello points out the irony of yesterday’s press conference on changes to bus service, noting who was mentioned and who was not.
“@GovKathyHochul and Janno Lieber made statement after statement on improved bus service, calling for equity, fairness and affordability for everyone except the people who actually operate and maintain the buses and bus stops.
Like our tens of thousands of other members who work for @NYCTBus and @NYCTSubway, they have been working without a contract for almost two months.
Luckily we had dedicated and determined Local 100 members on the ground to make sure our voices were heard, even though we’ve been left out of the conversation.
We move the buses, we move New York.”
