First, summon @SergioGor and convey India's strongest protest over the attacks on Indian merchant vessels off the Oman coast.

Second, suspend the trade deal negotiations immediately.

Third, deepen engagement with Russia and continue purchasing oil based on India's national interests, irrespective of unilateral US sanctions.

Enough is enough. India cannot keep extending goodwill to partners who repeatedly undermine its interests. These attacks must have diplomatic, economic, and strategic consequences.

US Navy actions against civilian merchant vessels, resulting in the deaths of three Indian seafarers aboard the Palau-flagged MT Settebello are nothing but war crimes under International Law.

The US had many ways to disable the ship but firing hellfire missiles in engine rooms killing sailors on commercial ships is a war crime on high seas.

Even if the vessel is sanctioned it does not allow a military strike to take it down. You can board the tanker disable it but blowing up with military strike is an international war crime.

Over just four days, US forces struck three tankers with significant Indian crews: MT Marivex (June 8), MT Settebello (June 9-10), and MT Jalveer (June 11).

The MT Settebello, operated by UAE-based IOS Marine F.Z.E., was reportedly stationary for approximately ten days when struck.

US Central Command (CENTCOM) claimed the vessel ignored warnings and attempted to violate the blockade, justifying precision Hellfire missile strikes into the engine room.

Operator statements and the Forward Seamen’s Union of India (FSUI) counter that no successful communications were received, the ship had no Iranian oil affiliation, and the action constituted unprovoked aggression against a civilian merchant vessel.

Three Indian crew members Deck Cadet Aditya Sharma, Engine Fitter Shivanand Chaurasia, and Chief Engineer Patnala Suresh
were killed, with 21 others rescued. Similar strikes on the other 2 vessels underscore the risks to thousands of Indian seafarers in the region.

The United Nations Convention on the Law of the Sea (UNCLOS), which reflects customary international law binding on the USA.

Interference with foreign-flagged merchant ships outside territorial waters, absent consent or exceptional circumstances like piracy, is prohibited.

Article 94 emphasizes the flag state’s primary responsibility, while indiscriminate or lethal force against civilians violates the principle of distinction under international humanitarian law (IHL).

Sanction enforcement, even via OFAC blacklists, authorizes financial and legal measures not kinetic military strikes on the high seas. Proportionality and necessity requirements under the UN Charter (Article 2(4)) and customary law further condemn direct engine-room attacks on stationary civilian tankers, which endangered lives without clear imminent threat

Such operations border on war crimes, defined under the Rome Statute and customary IHL as willful killing of civilians, attacks on civilian objects, and disproportionate use of force in non-international or international armed conflict contexts.

This is not unprecedented for the US Navy. In March 2026, during escalating Iran conflict , the USS Charlotte torpedoed the Iranian frigate IRIS Dena in the Indian Ocean off Sri Lanka’s coast.

The vessel, returning from a naval exercise hosted by India near Visakhapatnam, was sunk with two Mark 48 torpedoes, killing over 100 Iranian sailors
