Strengthening Labour Laws while Safeguarding Workers' Rights
Chaired a meeting regarding amendments to the Maharashtra Mathadi, Hamal and Other Manual Workers (Regulation of Employment and Welfare) Act, 1969 and the Maharashtra Private Security Guards (Regulation of Employment and Welfare) Act, 1981 at Varsha Bungalow in Mumbai today.
Directed that the broader interests of workers remain the foremost priority while undertaking labour law reforms, ensuring a more efficient and transparent legal framework. These reforms should be aligned with the central labour laws while also making necessary changes for the state's benefit. Also instructed a thorough review of district-wise reports on pending labour cases with the Chief Judicial Magistrates, to ensure the new system does not place an undue burden on the CJMs before any final decision is taken.
While amending the Maharashtra Mathadi, Hamal and Other Manual Workers Act, directed that duplication of worker registrations in the construction sector be avoided by ensuring a worker is registered with either the Maharashtra Building and Other Construction Workers' Welfare Board or the Mathadi Board, but not both. Also instructed that welfare schemes for all categories of unorganised workers, including domestic workers, be prepared in line with the new Central labour laws, and that the proposal be placed before the Cabinet for consideration.

MSRTC Depot Redevelopment and Multimodal Connectivity!
Chaired a meeting of the Maharashtra State Road Transport Corporation at Varsha Bungalow in Mumbai today.
Directed that Maharashtra State Road Transport Corporation (MSRTC) bus depots be redeveloped in a planned manner, with a separate development plan prepared for each depot based on its redevelopment requirements. Also instructed that a policy proposal be placed before the Cabinet to accelerate redevelopment through the Public-Private Partnership (PPP) model.
Directed that funds generated from financially viable redevelopment projects be deposited in an escrow account and utilised for the redevelopment and modernisation of other MSRTC projects. Also instructed that the proposal on concessions for developers under the Public-Private Partnership (PPP) policy be placed before the Cabinet for approval.
A 49+49-year lease model is being considered to ensure that ownership of MSRTC land remains with the Corporation. Also instructed that the legal aspects relating to stamp duty concessions for these projects be examined.
Directed that Multimodal Transport Hubs be developed through the integrated planning of MSRTC bus depots, Metro and other public transport systems to provide passengers with seamless and convenient public transport connectivity.

Urban Challenge Fund: Shaping the Future of Our Cities
Chaired a meeting regarding the Urban Challenge Fund in Mumbai today. To drive transformation in urban development, cities must be viewed as centres of growth. The Urban Challenge Fund is intended to overcome institutional, financial and administrative constraints faced by cities in implementing infrastructure projects.
Maharashtra has already taken steps towards providing funding for the development of local self-government institutions. Funds were raised for water supply and sanitation projects in Nashik and Pune Municipal Corporations on similar lines. Furthermore, similar funding mechanisms are set to be deployed for upcoming projects under the Pimpri Chinchwad and Nagpur Municipal Corporations.
Alongside existing government schemes, the Urban Challenge Fund will use market finance and public-private partnerships to deliver high-quality infrastructure. This will help build strong, sustainable cities that drive economic growth.
