How does videography make the general public unsafe? That’s the whole point. You might not like but there’s no expectation of privacy in public.
Too many police aren’t trying to keep the public safe. They are instead on obvious power trips.
For what it’s worth I spent a number of years as a uniformed special. Saw many officers who created their arrests through obvious antagonism.
That suspicion had to reasonable and articulatable. Public photography is not a crime. This has been tested so many times now and yet police still fall for it. Too often it is power crazy officers not used to having their limited authority challenged who then look to use anything at their disposal to achieve their original aim.
