This is mostly just made up.
Electricity first. Sindh govt does not “provide” Karachi’s electricity. NEPRA data had 89% of KE’s electricity coming from the national grid in Jan 2025, 74% in Dec and 67% in Apr. KE now has 2,000+ MW interconnection capacity with the national grid. And K-2/K-3, 1,100 MW each, literally sit in Karachi and are federal PAEC plants connected to that grid.
Gas is even funnier because you specifically cited Qadirpur. PPL says purified Qadirpur gas goes to SNGPL, not SSGC. SSGC itself is 53.18% owned by the federal govt, serves BOTH Sindh and Balochistan and also buys imported RLNG. Constitutionally natural gas isnt even exclusively “Sindh’s property”, Article 172(3) says it vests jointly and equally in the province and federation.
Water is the only part where geography actually matters, because much of Karachi’s supply comes from the Indus/Keenjhar system. But Karachi also gets up to 100 MGD from Hub Dam, which WAPDA itself calls an inter-provincial Sindh-Balochistan project. And no, Sindh couldnt just “shut the valves” to another province. Article 155 specifically provides a constitutional mechanism through the CCI when one province prejudicially interferes with another province’s water supply.
The road threat is even more ridiculous. N-5 and M-9 are NATIONAL highways under NHA. Article 151 literally says trade, commerce and intercourse throughout Pakistan shall be free and bars a provincial govt from blocking the entry or export of goods. A province doesnt become a foreign country because another province is created next to it.
And if you somehow did blockade Karachi, congratulations, you just blockaded Sindh too. Karachi Port and Port Qasim together handle nearly 95% of Pakistan’s maritime trade. In FY25 Karachi Port handled 53.95m tonnes and Port Qasim another 45.3m tonnes. Where exactly do you think interior Sindh’s imported fuel, machinery, industrial inputs and exports go through?
As for people from interior Sindh shopping in Karachi malls apparently sustaining Karachi’s GDP… come on 😭 Karachi accounted for 41% of Pakistan’s income tax in FBR’s own 2018 tax directory. Banking, ports, manufacturing, corporate headquarters, telecom, finance, trade, logistics. Its economy is not Dolmen Mall food court.
Nobody is claiming Karachi and the rest of Sindh wouldnt trade or share infrastructure after becoming separate provinces. Punjab uses resources from outside Punjab every single day. Balochistan uses infrastructure outside Balochistan. Sindh uses the national grid, federal highways, imported LNG and goods arriving through federal ports.
Youre describing normal inter-provincial economic integration as if Karachi province means declaring independence from Pakistan. And then threatening to starve and blockade 20m+ Pakistanis because they want another province. Quite an argument for “unity”
You picked Qadirpur of all fields lol. Its processed gas is supplied to SNGPL, not SSGC. The raw gas goes to Liberty Power and permeate to Engro Power. So your own example doesnt even establish what youre claiming.
And yes SSGC buys a lot of gas from fields in Sindh. It also bought about 119 MMCFD from Balochistan in FY24, while the same national system moves Sindh gas north and imported RLNG enters through Port Qasim. Thats how an integrated energy network works.
Constitutionally the gas isnt the private property of “interior Sindh” either. Article 172(3) vests oil and gas jointly and equally in the province AND federation. Article 158 gives the producing province priority in meeting its requirements, not permanent ownership over every molecule or a veto on provincial boundaries. Sindh also receives the wellhead royalty under Article 161.
And SSGC itself is majority owned by the federal govt, 53.18%.
So what exactly is the argument here? Karachi cant become a province because pipelines cross a future provincial boundary? Then Punjab should return Sindh gas, Sindh should stop using Balochistan gas, and every province better become energy self-sufficient before we draw any administrative boundary. Makes zero sense.

This is a weird argument. Nobody said new provinces are a substitute for fixing electricity or petrol prices.
By that logic we should stop discussing police reform, courts, local govt, education, tax reform, basically everything until petrol gets cheaper.
Energy prices are a federal policy problem. Provincial structure is a governance problem. Pakistan is allowed to have more than one problem at the same time.
And if your complaint is that ministers avoid hard economic questions, fair. Ask them those questions. But using that as a reason to shut down structural reform just gives the same political class another excuse to change nothing.
