Going back to the beginning of this thread, this bill removes the goal of growing rooftop solar in California. This threatens our ability to tackle the climate crisis. For example, LADWP could go to 100% renewable by 2035, but this depends on continued increase in rooftop solar.

#AB1139 was recently amended to extend favorable incentives longer to businesses and people who bought their solar panels outright rather than use the new financing models to lease them. This helps wealthy people while leaving lower income people who rely on leasing behind.
