How is it a "conservative fiscal principle" to have the state of PA pay those taxes (yes, government profits are a tax) to the feds instead?

@TamaraGilkes I think this misses a more important point entirely. Structural advantages in America are obvious.
The vast majority of rejected applicants to elite universities would succeed there. Don't we want those classes to look like the rest of America? How do we do that race-blind?
@FreedmanNoah I'm not sure subsidies are as relevant as conservative economists think. None of them seem to discuss or even acknowledge that service-focused endeavors must exceed economy-wide inflation rate due to inability to capture productivity gains of the rest of the economy.
