With two bills having been filed to fix Kentucky’s driver’s license debacle, HB 162 in the House and SB 7 in the Senate, many folks have been asking me how they compare and differ.
HB 162:
-Moves the issuance of driver’s licenses back to the circuit clerk in all 120 counties, like it used to be before the regional office model.
SB 7:
-Allows the Kentucky Transportation Cabinet to enter into agreements with counties that do not have a regional office to permit one of the following entities to issue driver’s license renewals, if they choose to do so: a county clerk, circuit clerk, sheriff, or judge executive. The county official could charge a $25 convenience fee.
Both bills seek to address the longstanding frustrations that so many Kentuckians have experienced when trying to obtain or renew their driver’s license.
The bills differ in that HB 162 compels circuit clerks to resume issuing and renewing driver’s licenses and personal ID cards in every county, whereas SB 7 makes it optional for one of four local officials to issue renewals and personal ID cards.
SB 7 is moving and will be heard in the Senate Transportation committee today. HB 162 has yet to be assigned to a committee.
I want to hear from you, Kentucky. Most bills undergo changes throughout the legislative process, so what would you like to see as the final product of whatever bill passes?
I think we can ALL agree that doing nothing is NOT an option!
I am thankful to all my colleagues in the House and Senate who have been working on this issue.
After tomorrow, I will have completed SIX interviews about HB 162, the bill to fix Kentucky’s broken driver’s license system.
We are spreading the word far and wide, and we’re gaining traction in our effort to make licenses local again!
SB 7 was also filed in the Senate today. It would tackle the problem a bit differently than the bill we’ve filed in the House, but the important thing is that we pass legislation to fix the failed regional office model that has caused so much frustration for so many.
On Law Enforcement Appreciation Day—and every day—I stand with the brave men and women who put so much on the line to keep our communities safe.
You will always have my full and unwavering support.
Starting Jan. 1, 2026, KY's personal income tax drops to 3.5%—putting more money back in your pocket. As the General Assembly convenes Jan. 6, the KY Senate remains focused on fiscally responsible, sustainable policies that help all Kentuckians thrive. Here’s to a strong 2026!
