A Pennsylvania man planned to carry out an ISIS-inspired "mass casualty attack" before an FBI investigation thwarted him.

Federal officials said Jonathan Kramer, 21, of Valencia, had pledged allegiance to the Islamic State of Syria. He was arrested Saturday outside of a hotel around 25 miles north of Pittsburgh, with a rifle, ammunition and dozens of knives in his possession.

Richard Evanchec, special agent in charge for the FBI's Pittsburgh field office: "Let me be clear about this threat: Jonathan Kramer demonstrated a sustained devotion to the Islamic State of Syria ... He recorded a pledge of allegiance to the same. Following that pledge, he made efforts to spread their propaganda and shared ways to kill all in the name of a foreign terrorist organization."

Investigators said a search of Kramer's hotel room and home led to the discovery of a semi-automatic rifle, loaded rifle magazines, a rifle scope and boxes of ammunition, along with 30 knives and a note. The note told people not to look for him, saying "I cant live In constant Fear," according to court paperwork. The FBI said he had roughly 190 rounds of ammunition.
