یہ پاکستان کا قومی شناختی کارڈ ہے، جس میں ڈیجیٹل بارکوڈ بھی موجود ہے، چپ بھی لگی ہوئی ہے، نادرا کا مکمل ڈیٹا بیس اس کے پیچھے موجود ہے، آن لائن تصدیق کی سہولت بھی ہے، لیکن اس کے باوجود قوم کے ساتھ ہونے والا مذاق دیکھیے کہ ہر سرکاری دفتر میں آج بھی اس کی فوٹو کاپی مانگی جاتی ہے۔ نہ صرف فوٹو کاپی مانگی جاتی ہے بلکہ اس فوٹو کاپی کو 17 گریڈ کے افسر سے تصدیق کروانا بھی لازمی سمجھا جاتا ہے، گویا اصل کارڈ، ڈیجیٹل نظام اور ریاستی ڈیٹا پر کسی کو اعتماد ہی نہیں۔

ہم ڈیجیٹل پاکستان کے نعرے تو لگا لیتے ہیں لیکن عملی طور پر آج بھی فائل، مہر، دستخط اور فوٹو کاپی کے غلام ہیں۔

اس سارے عمل میں عام شہری کا وقت، پیسہ اور عزت تینوں ضائع ہوتے ہیں۔ ایک طرف ریاست جدید شناختی نظام پر اربوں روپے خرچ کرتی ہے اور دوسری طرف اسی نظام کو استعمال کرنے سے انکار کر کے شہری کو لائنوں، تصدیقوں اور بے مقصد رسمی کارروائیوں میں الجھا دیا جاتا ہے۔
