Pro-Armenian U.S. Congressman Frank Pallone has arrived in Baku, Azerbaijan, for the UN COP29 climate summit, stepping into a tense and hostile environment, reports Zartonk Media.
Upon Pallone’s arrival, he was surrounded and harassed by pro-government pseudo-journalists who hurled politically charged questions unrelated to the climate agenda. Outside, protesters demanded his deportation, holding signs and chanting slogans such as “Pallone apologize or get out!” Azerbaijani police allowed these demonstrations to proceed while ignoring escalating hostility—clear evidence that the protests were orchestrated and sanctioned by the regime.
This coordinated campaign is part of a broader Azerbaijani government propaganda effort aimed at discrediting Pallone and other advocates for Armenian rights, raising serious concerns about the safety of U.S. officials and supporters of Armenian causes abroad. The situation further calls into question the credibility and impartiality of COP29, as Azerbaijan appears more focused on political posturing than genuine climate discussions.
Pallone, a prominent advocate for Armenian issues and co-chair of the Armenian Congressional Caucus, is well-known for his strong stance against Azerbaijan’s aggression and human rights abuses. As the ranking member of the U.S. House Energy and Commerce Committee and a member of the House Renewable Energy and Energy Efficiency Caucus, his presence at COP29 underscores the intersection of political tensions and environmental discussions.
“It is outrageous for a foreign dictatorship to try to bully and intimidate an American legislator, simply standing up for human rights,” said Aram Hamparian, Executive Director of Armenian National Committee of America (ANCA) to Zartonk Media.

Before his visit, Pallone reaffirmed his commitment to climate action, stating in a post on X: “The United States must remain a leader in the global fight to combat the worsening climate crisis. Now more than ever, I look forward to attending the COP29 climate conference to demonstrate that America is still in this fight.”
His arrival underscored the political tensions undermining the climate conference’s integrity. Azerbaijan has used COP29 as a platform for political maneuvering instead of genuine climate dialogue. Government-sanctioned demonstrations against Pallone’s pro-Armenian stance exemplify Azerbaijan’s efforts to silence dissent and manipulate international platforms.
Azerbaijani state media and pro-government NGOs further fueled tensions by making baseless accusations against Pallone’s guards, alleging violence and misconduct—tactics aimed at deflecting attention from Azerbaijan’s own human rights abuses. The regime’s claims of “inclusive dialogue” are clearly a facade, as dissent is met with repression and harassment.
Pallone’s participation at COP29, combined with his advocacy for Artsakh Armenians, highlights Azerbaijan’s misuse of international forums and underscores the need for global accountability for its war crimes, hostilities, and oppression of Armenians in Artsakh. In a letter to the U.S. State Department, Pallone and 60 pro-Armenian lawmakers emphasized holding Azerbaijan accountable for its actions and illegal occupation of Armenian territories.
The treatment of Congressman Pallone at COP29 demonstrates Azerbaijan’s ongoing efforts to weaponize international platforms and suppress legitimate discourse. Protests outside his hotel, the targeting of his security detail, and state-sanctioned harassment expose the true nature of this “climate summit”: a platform for propaganda and repression. The world must not remain silent.
