We are on the ground documenting serious human rights consequences of last night’s large-scale missile and drone attack by the Russian Federation on Kyiv City and Kyiv region, where according to Ukrainian authorities, at least 22 civilians were killed and 100 injured, including children.
At one of the locations in Kyiv, near a residential building, residents told us about their neighbours who were killed, including an entire family. At another residential building, people said that at least six residents had been killed, including a couple in their forties. Those who had taken shelter in the basement also had to be evacuated after the attack severely damaged the lower floors of the building. Search and rescue operations are still ongoing at this location.
The attack fits an alarming pattern of long-range missile and drone strikes with wide area effects against densely populated civilian areas, far from the frontline.
“Last night’s attack by the Russian Federation reflects the continued use of long-range missiles and drones in populated areas, where they pose a significant risk to civilians,” said Danielle Bell, Head of our Mission. “The sustained use of these weapons, together with continued short-range drone attacks, is a key driver in the increase in civilian casualties documented by UN Human Rights this year.”
1/3 Twice a day, ships leave Ireland carrying alumina from a Russian-owned refinery to smelters in Russia. Co-owned by sanctioned oligarch Oleg Deripaska, they help supply factories producing weapons used in Russia's war against Ukraine.
ACA stands with #Ukraine & the people of #Kyiv on this day of mourning following yesterday's devastating Russian attack. Our condolences to the victims & their families. We remain strongly committed to supporting Ukraine in pursuit of justice & accountability for atrocity crimes.

"Russia's #occupation strategy in #Ukraine is premised on the holistic #Russification of every part of life in occupation," and includes the transfer of Russian civilians into occupied territory. This is prohibited under international law. #GenevaConvention#IHL👇
VIDEO: Russia has occupied about 20 percent of Ukraine for over four years. In this video, ISW National Security Fellow @karolina_hird explains Russia’s campaign to repopulate occupied areas of Ukraine with Russian citizens, of which occupied Mariupol has become the epicenter. The resettlement campaign is part of Moscow’s efforts to “Russify” Ukraine — forcibly remaking occupied areas in Russia’s own image.

We are deeply saddened by the tragic killing of two demining workers in a Russian attack yesterday. We extend our heartfelt condolences to the families of the killed and hold in our thoughts those who were injured. Humanitarian workers must never be targeted, and international humanitarian law must be respected and protected.

In its latest explainer, ACA partner @GtownICJI breaks down how international law balances military necessity with the protection of civilians👇#IHL#NotATarget
When news coverage describes an airstrike as “disproportionate,” what does that actually mean under international law? Often used as a synonym for excessive or unjustified, the legal principle of proportionality in #IHL has a precise & demanding definition https://t.co/QREfLRbKPf
@GRC_HumanRights & @GP_Ukraine developed a Best Interests Assessment and Determination Procedure to support investigations and prosecutions of conflict-related crimes against and affecting children. Here's why: https://t.co/G8LG5Ec4Al
1/3 A new op-ed by Anastasiia Kaliuzhna and Ruby Mae Axelson examines how the principle of the best interests of the child can be translated into practical measures within accountability processes related to Russia’s war against Ukraine.
#Accountability for atrocity crimes depends on evidence, and increasingly that means from digital & open-sources. ACA partner @IDLO is helping ensure that evidence collected from open sources can stand up in criminal proceedings.👇
Strengthening accountability for international crimes requires reliable, admissible, and verifiable digital evidence, including information gathered from open sources.
We co-organized a roundtable discussion in Kyiv with the Prosecutor's Training Center of Ukraine and the T.M.C. Asser Instituut on issues regarding the admissibility and authenticity of electronic evidence obtained from open sources in criminal proceedings concerning international crimes.
Correct. International law applied to #armedconflict explicitly prohibits the deliberate targeting of civilians, including civilian objects. #NotATarget
The latest attacks caused multiple civilian casualties and damaged homes and cultural sites in #Kharkiv and #Kyiv.
Civilians and civilian infrastructure are protected by IHL.

The task of investigating & prosecuting such a huge number of reports of potential #atrocitycrimes is an enormous challenge. ACA is proud of its role supporting #Ukraine's @GP_Ukraine work to ensure justice for victims and #accountability for perpetrators.
