As a citizen of both countries who has voted in both, I have to point out that Americans largely don't see a problem here. Every part of the political machine, including the bureaucracy, is partisan and they mostly think it's fine.
Yeah, this is one of those things about our neighbours that all Canadians are puzzled by. Up here elections are run under a neutral banner that manages everything from riding boundaries to voter rolls. Within an hour after polls close we know the results, boom, time for bed.
