Uzbekistan’s experience offers key insights: childcare expansion led to a 12% average increase in female labor supply, showing that the availability of informal caregivers does not decrease this policy’s effect.
However, the findings reveal that the main driver behind this increase is not time availability but the ability to afford childcare, especially in families that prioritize education. This highlights how childcare costs can be a barrier to employment, particularly for low-income women, reinforcing the link between poverty and labor force participation.
