The Royal Standard ,The King's own private flag that is flown only when the King himself is physically present. It says "His Majesty The King is here."
1. Personal, not national: The Uganda flag belongs to all Ugandans. The Buganda Kingdom flag belongs to all Baganda. But the Royal Standard belongs to ONE person His Majesty The Kabaka alone.
2. Presence means presence: By tradition across the world in Buganda, in Britain, in Swaziland if the Royal Standard is flying on a palace, a car, or a tent, it means the King is inside. If he leaves, the flag is lowered immediately. You never fly it when he is not there.
3. Never flies at half-mast: Because kingship never dies. Even when a King dies, the saying is "The King is dead, long live the King" so the Royal standard stays up for the next King.

In Luganda we would say: Bendera ya Ssaabasajja Kabaka ey’obwannannyini the Kabaka's private own flag.
