Today at State House Entebbe, I met H.E. Pekka Haavisto, the United Nations Secretary-General’s Personal Envoy for Sudan. We discussed the conflict in Sudan and the wider region.

I reiterated that many of these crises stem from ideological mistakes and the failure to respect the identities of people in multinational states. Sustainable peace can only come through dialogue, not force. I also reaffirmed Uganda’s commitment to hosting refugees, who are our people and continue to contribute to our country’s development.

In my capacity as the current President of the Organization of African, Caribbean, and Pacific States (OACPS) and Co-President of the OACPS–European Union Joint Parliamentary Assembly, I addressed the 121ST OACPS Council of Ministers at the Egmont Palace in Brussels.

I told them that we must place trade, industrialisation and value addition at the centre of our development agenda if we are to catch up with our peers in the developed world.

I shared several examples of the opportunities we have to work together to accelerate our development.

One of them was a message that H.E. @KagutaMuseveni has consistently championed over the years: Africa and the developing world cannot achieve meaningful prosperity by exporting raw materials while importing finished products.
Exporting unprocessed minerals is, in effect, exporting jobs, industries and wealth. We must process our minerals at source, build regional value chains and manufacture higher-value products if we are to create employment, increase revenues and transform our economies.

I also highlighted that Africa possesses an estimated US$29.5 trillion in mineral wealth, yet continues to lose enormous value because most of these resources leave the continent in raw or minimally processed form. The Democratic Republic of Congo has demonstrated what is possible through value addition, significantly increasing its revenues from cobalt processing while Uganda equally did a good job with processing gold. This should inspire a collective shift across the African, Caribbean and Pacific towards policies that promote mineral beneficiation, industrialisation and economic transformation.

For years, we have spoken about making the OACPS more relevant to our citizens. We cannot achieve that unless we focus on practical issues that directly improve livelihoods.

CDF Gen. Muhoozi Kainerugaba Assures Returnees of UPDF Protection as Government Pledges Enabling Framework

Kyankwanzi, Uganda – In a message delivered on Thursday, July 16, 2026, at the National Leadership Institute (NALI) in Kyankwanzi, Chief of Defence Forces (CDF) Gen. Muhoozi Kainerugaba has assured returning Ugandans of the UPDF’s commitment to safeguarding peace.

Representing the CDF, Patriotic League of Uganda (PLU) General Secretary Rt. Hon. Twalla Fadil addressed participants undergoing orientation, mindset change, and reintegration training.
“The UPDF will guard the peace. Government will provide the framework. But the real work is yours,” the message stated. “Let us meet again in one year and account for the enterprises and jobs we will have built together. But always remember: Development is NOT done for the people. It is by the people.”

The statement underscores a partnership approach, security and policy support from the state, paired with active citizen-led economic initiatives. The reintegration programme aims to equip returnees with the skills and mindset needed for productive reintegration into Ugandan society.

This development-focused message highlights the government’s emphasis on self-reliance, patriotism, and long-term accountability in nation-building.

CDF Guides All Local Authorities to Name Streets and Roads by End of August 2026

The Minister of Local Government who is also the PLU National Vice Chairman Western Region, Hon. @BalaamBarugahar, has issued a nationwide directive requiring all cities, municipalities, divisions, town councils, and urban areas to officially name every street and road by 30 August 2026.

In a circular addressed to LC V Chairpersons, City and Municipal Mayors, Division and Town Council Mayors, and Sub-County Chiefs, the minister stated that proper street naming will enhance emergency response, security operations, service delivery, urban planning, investment, and general navigation. Local governments have been instructed to install physical street name signs before 5 September 2026 and submit approved name lists along with council resolutions to the Office of the Permanent Secretary, Ministry of Local Government. https://t.co/GkH7TVJoLF

The directive was issued following guidance from the Chief of Defence Forces and Senior Presidential Adviser on Special Operations, Gen. Muhoozi Kainerugaba.

Recommended Naming Criteria

Local governments are encouraged to honour distinguished Ugandans and personalities who have contributed significantly to the country, Africa, and humanity. Priority categories include:
• Traditional rulers and cultural leaders
• Kings and eminent historical figures
• NRA liberation and resistance heroes
• UPDF heroes and distinguished national servants
• Former Presidents and national leaders
• Outstanding citizens in public service, education, science, business, sports, arts, culture, and community development

The minister also used the opportunity to remind local leaders to maintain cleanliness in their areas, stating that a clean environment reflects good leadership and respect for citizens.

The exercise is one of the first major directives from Hon. Barugahara Balaam Ateenyi since assuming the portfolio of Minister of Local Government. Local authorities now have approximately six weeks to complete the naming process and meet the tight implementation deadlines.
