In 2014 when Congress was in power the total National Highways Construction Debt was Rs 23,797 Crore and by 2023 it ballooned to Rs 3,43,000 Crore.

An increase of 1,300% in cost

The CAG has pointed out the following irregularities in

1. Award of highway projects.

2. Bidder selected on the basis of falsified documents.

3. Award of works without approved detailed project reports or based on faulty detailed project reports.

4. No due diligence by the competent authority before approval of projects.

5. Pointing out that there were significant cost overruns, CAG noted that only 75.62% of CCEA approved length has been awarded while 158.24% of approved financial outlay was sanctioned up to March 31, 2023.

6. Sanctioned civil cost being Rs 23.89 crore per kilometre (km) as against the CCEA approved cost of Rs 13.98 crore per km and sanctioned pre-construction cost being Rs 8.28 crore per km as against the CCEA approved cost of ₹ 1.39 crore per km,” the auditor noted.
