During our 2021โ2025 strategic period we set out with a goal to complete 82 routine vaccine introductions. Weโre proud to announce that we significantly surpassed that goal with 110 introductions over five years! In 2025 alone, Gavi supported 40 new routine introductions across eleven antigens. Many thanks to our country partners, Alliance partners and donors for making this possible and helping us reach more children with lifesaving vaccines.
At the ongoing 152nd @IPUparliament Assembly, amid a world facing converging crisesโconflict, climate shocks, financing crisis, economic hardships, and rising misinformationโone message is emerging: We cannot afford to lose the hard-won gains in the health of women, children, and adolescents.
At a High-Level Symposium of the Parliamentary Network for Womenโs, Childrenโs and Adolescentsโ Health inspired by the @GLN_Community convened by Angela Thokozile Didiza and supported by @PMNCH and Inter-Parliamentary Unionโparliamentarians came together to answer a critical question: How do we hold the line for womenโs, childrenโs and adolescentsโ health (#WCAH) in times of crisis?
Because the reality is stark: In fragile settings, women, children and adolescents are the first to lose access to essential servicesโand the last to regain them.
But there is also a path forwardโand it runs through parliamentary leadership.
๐ฌ A shared vision emerged:
This network is a platform for collective and urgent action โit is a mechanism to translate global commitments into real national action, through legislation, oversight, and budgets that protect the most vulnerable.
So what must happen now? The Parliamentary Network agreed on the following priorities:
๐น Scale up smarter, fairer financing
With urgency around domestic resource mobilization to sustain resilient health systems that care for women, children and adolescents
๐น Invest in the health and well-being of adolescents
Because their well-being today defines our collective future.
๐น Protect essential health servicesโeven in crisis
Parliaments must safeguard sexual and reproductive health, maternal, newbornย and child care, and community-based primary health care
There was strong consensus:
๐ The Parliamentary Network is a critical space for peer learning, collaboration, and accountability
๐ Parliamentarians are central to country-led solutions in the face of global instability
And importantlyโthis is just the beginning.
๐ Country experiences and progress in relation to financing their health sectors through domestic resources, including through the use of health taxation, will be shared at the 153rd IPU Assembly in Arushaโensuring momentum continues.
Because ultimately: There can be no peace and prosperity without the health and well-being of women, children, and adolescents. And there can be no health without peace.

The Africa Health Budget Network warmly commends the Federal Government on the release of $3.75 million through the Ministry of Health (@Fmohnigeria) in support of the 2025 family planning allocation. This represents approximately 94 percent of the approved budget and signals a strong commitment to protecting critical investments that advance the health and rights of women and girls across the country.
This milestone underscores the importance of sustained, evidence driven advocacy and constructive engagement with government, which remains central to AHBNโs work on family planning financing. Working alongside partners, AHBN has consistently AHBN has consistently advance budget tracking, budgetary allocation and timely releases both at national and subnational levels.
As we celebrate this progress, AHBN reaffirms its commitment to strengthening accountability for womenโs health financing in Nigeria. Continued collaboration with government and partners will be essential to sustain momentum, safeguard gains, and ensure that allocated resources deliver meaningful impact for those who need them most.

The Kano State Community of Practice (CoP) on Immunization Budget, Accountability, and Sustainability has formally presented the 2025 Immunization Budget Scorecards to the Director General of the Kano State Primary Healthcare Management Board (SPHCMB), Prof. Salisu Ahmad Ibrahim.
The scorecards were developed by the concluded Zero Dose Learning Hub (ZDLH) project to strengthen transparency, accountability, and evidence-based decision-making in immunization financing.
The presentation, led by the CoP Co-Chair representing Civil Society Organizations (CSOs), Mallam Salisu Yusuf, took place on Monday, 9 February 2026, at the State Emergency Routine Immunization Coordination Centre. The event was attended by government officials and key partners supporting immunization efforts in the state.
In his remarks, Prof. Ibrahim commended AHBN for the development of the 2025 Immunization Budget Scorecard, describing it as a valuable tool that will support the state in assessing performance and aligning implementation with policy priorities.
โOn behalf of the management, I sincerely thank you for developing this scorecard. We will continue to rely on it to assess ourselves and make necessary adjustments in alignment with the stateโs policies. Thank you,โ the Director General stated.
The presentation underscores the continued collaboration between government and accountability actors to strengthen immunization financing and improve outcomes for children across Kano State.

Wednesday, 25 February 2026 โ The Africa Health Budget Network (AHBN) paid a courtesy and advocacy visit to the Executive Director of the Planned Parenthood Federation of Nigeria (PPFN), Dr. Okai Haruna Aku, as part of ongoing efforts to strengthen collaboration on population financing and womenโs health accountability in Nigeria.
The AHBN delegation was led by its Coordinator, Dr. Aminu Magashi Garba, and the engagement focused on post-event reflections and strategic action points following the recently concluded 13th Annual Population Lecture Series (APLS13) organised by the National Population Commission (NPC).
Anchored on the Collaborative Advocacy Action Plan (CAAP), discussions emphasised the urgent need to commence the transition of the National Population Commission to โPart Cโ of the Appropriation Act to improve budgetary predictability and support the creation of dedicated population budget lines at the state level.
As part of the discussions, AHBN also advanced advocacy for family planning (FP) financing in the 2026 budget, highlighting practical pathways to strengthen the Federal Governmentโs financial commitment to FP through increased and more reliable budget allocations.

26 February 2026; The Africa Health Budget Network (AHBN) team, led by Dr. Aminu Magashi Garba, paid an advocacy and technical engagement visit to the UNFPA Nigeria office in Abuja.
The AHBN delegation met with Dr. Ummulkulthum Bajoga, Family Planning Analyst, and Dr. Zubaida Abubakar, Gender/GBV Management Specialist, both of UNFPA Nigeria.
1. The meeting revealed that Nigeria is currently experiencing stock-outs of family planning commodities across all 36 states, with particularly severe shortages in the North-West region. These supply gaps pose a significant threat to the continuity of family planning service delivery nationwide.
2. Discussions to support advocacy for the Federal Government of Nigeria to fulfil its co-financing commitment for family planning for 2026.
3. The engagement underscored the urgent need for stronger strategic partnerships and sustained advocacy for resource mobilisation, involving the Federal Government, sub-national governments, and the private sector, to close financing and supply gaps.
4. AHBN also gained clearer insights into partner co-financing arrangements for family planning for 2025 and 2026, including donor allocations and releases into the National Family Planning Basket Fund.
The meeting concluded with a shared understanding that persistent stock-outs across all levels of the supply chain will severely limit service providersโ ability to deliver family planning services, threatening to reverse hard-won gains and undermining efforts to protect the health and rights of women, adolescents, and children in Nigeria.
This strategic meeting provided the impetus for AHBN to finalize its motion tracker data collection, report, and validation meeting in April 2026 as well as generate a series of advocacy messages that will collaboratively support the AHBN and partners to address family planning challenges in Nigeria.

2 March 2026 โ The Africa Health Budget Network (AHBN) delegation, led by Dr. Aminu Magashi Garba and Hon. Muhammad Usman, alongside partners from the Planned Parenthood Federation of Nigeria (PPFN) and C-WINS, held a high-level collaborative advocacy meeting with the Chairman of the National Population Commission (NPC), Dr. Aminu Yusuf. The engagement focused on ring-fencing the Commissionโs budget to strengthen its institutional impact and operational efficiency, with Dr. Okai Haruna representing PPFN and Dr. Mahmud Mustapha representing C-WINS.
The AHBN team advanced discussions on transitioning NPC funding to the Statutory Transfers (Part C) of the Appropriation Act. The proposed reform aims to secure predictable and protected financing, enabling the Commission to effectively fulfil its constitutional mandate.
Participants emphasised that the nearly two-decade absence of a national census has created significant data gaps, undermining evidence-based planning and accurate resource allocation across sectors. Ring-fencing NPCโs funding under Part C would enhance financial stability, support the institutionalisation of a ten-year census cycle, and strengthen national and sub-national population data systems.
The meeting also underscored the importance of reinforcing the Technical Working Group on population, particularly at the state level, and expanding civil society engagement within the Population Advisory Committee to deepen accountability.
In his remarks, Dr. Aminu Yusuf welcomed the engagement and expressed appreciation for the reform proposal. He assured the delegation of NPCโs cooperation in advancing discussions necessary to secure the legislative and policy actions required to institutionalise the transition, noting that sustained collaboration would be key to improving population governance and strengthening womenโs health outcomes in Nigeria.

At the sidelines of the Nigerian Medical Associationโs (NMA) Annual Lecture Series and the launch of its Five-Year National Strategic Plan, Amina Haladu Mohammed, Programmes Delivery and Francophone Africa Liaison at the Africa Health Budget Network (AHBN), held a brief engagement with the Honourable Minister of State for Health and Social Welfare, Dr Iziaq Adekunle Salako.
The sideline discussion provided an opportunity for AHBN to reaffirm its commitment to strengthening collaboration with key government actors in advancing sustainable health financing and accountability across Nigeria and Africa. Conversations also emphasized the need for stronger investments and coordinated action to advance womenโs health outcomes, maternal, newborn and child health (MNCH), as well as the role of strategic partnerships in driving reforms. The discussion further highlighted AHBNโs Collaborative Advocacy Action Plan (CAAP) as a key framework for mobilizing civil society, policymakers, and partners to champion evidence-based advocacy, improve budget implementation, and strengthen accountability in priority health programmes.
AHBN continues to position itself as a leading civil society voice promoting transparent, accountable, and evidence-driven health financing. Through initiatives such as budget tracking, accountability scorecards, policy advocacy, and coalition-building with government, civil society, and development partners, AHBN will keep working to ensure that public resources translate into improved health services for vulnerable populations.
