Honestly, I think people are missing the bigger picture here.
In countries that actually work, it’s because rules are followed, not bent depending on emotions. You can’t get a permit to renovate and then turn it into a completely different project on land that’s clearly not zoned for it.
And let’s be honest — when you get a city plan, you already know what’s allowed in that area. If it’s agricultural land, you invest in something aligned with that. If it’s a residential zone, that’s where things like schools make sense. If it’s a development zone, then you think about real estate or bigger projects. That’s how planning works.
Here, he chose to go completely outside that. Whether someone advised him “just build, nothing will happen” or not, that’s still a risk he decided to take. And the permit itself clearly states that if you go beyond what was approved, it can be demolished. So why are we acting surprised?
Also, people asking “how did he build without authorities knowing” — he had permission to renovate, not to build something new. That doesn’t mean he had a free pass to do anything.
If we start saying “just fine him and let him continue,” then tomorrow it becomes a system where anyone can build anything anywhere as long as they pay. That’s how you end up with chaos and corruption.
At the end of the day, do we want a country that is organized and follows a plan, or one where everyone just does what they want?
We can’t admire order and at the same time defend lawlessness.

Belgium seems to harbor deep hatred of the Tutsi ever since after World War I when Rwanda became part of Ruanda-Urundi, a Belgian League of Nations mandate, and later a UN trust territory.
The territory of Rwanda which was ruled by Tutsi Kings was reduced from 168,606 sq kms, to 26, 338 sq kms, where a large part of the land with a size of 124,553 sq kms was annexed to DRC, and 17,715 sq kms annexed to Uganda which is the current day Bufumbira. This was intended to weaken Rwanda both militarily and economically, but also divided and scattered the people of Rwanda to DRC and Uganda.
