Not only is this going to encourage rats, but it was sheer rudeness and laziness on the bin collectors part. Would it help if I said there's a food production company opposite who could also be affected by the rats? Even if they cause it as well?

@sandwellcouncil Hi, not sure who this needs to be reported to. My bins have been collected today, and when my general waste was just being emptied this morning, the bin men actively watched food rubbish (not mine) fall out of a bin and have left it in the road outside my house.
