It is probably part of the reason why US shipllyard labor forces are so inflexible relative or foreign yards: under a Navy contract the cost of inefficient labor can just be passed on the Navy.

If a server was tipped in cash, a portion of the tips wouldn't be reported and is part of the reason why it has stayed.
