When should kids be able to play a board game, and, win or lose, be okay with the result?

How about 5 or 6 years old? Alpha School has a workshop specifically designed to teach kids the skill of 'I can win or lose, and still be ready to play again.'

I grew up playing board games. For years our family has played more cooperative games like 5 Minute Dungeon, Outfoxed and Pandemic partially just to avoid the emotional gauntlet that is a little kid losing, even when everyone is being polite.

But now 4 and 5 year old who used to throw tantrums can learn how to extend a handshake at the end of a game. That's a learned skill, which becomes part of a kid's set of skills forever.
