What does it all mean?

1/ The federal reserve is now backing an incredible amount of debt in the U.S.

After 2008, U.S. could not "pay down" its high level of debt even with very low interest rate.

e.g. total debt in U.S. went from 230% of GDP on eve of previous crisis in 2007 to 253% of GDP by 2019.
