There is a Somali saying, Farriini waa qaan, a message is a debt. You carried it accurately because that was a matter of honour. That's the habit we're losing online, and the one worth recovering.

Today, Prime Minister Hamza Abdi Barre officially launched the implementation of the National Civil Service Pay and Grading Policy in Mogadishu—a landmark reform aimed at enhancing transparency, fairness, and performance in Somalia’s public sector.

This reform seeks to replace the outdated salary structure with a transparent, performance-based system that seeks to strengthen the integrity and efficiency of government institutions.

This policy direction aligns with the findings and recommendations of our December 2024 report: “Using Meritocracy to Reform Somalia’s Public Service: Challenges and Opportunities.” Our report examined the deep-rooted challenges in Somalia’s civil service, including politicized hiring practices, nepotism, and inefficiency, and called for a shift toward a merit-based recruitment system as a foundation for effective governance.

During the dissemination forum we organized for the report, State Minister in the Office of the Prime Minister of Somalia, Hirsi Jama Ganni, remarked that if the government takes decisive and well-considered actions, it has the power and authority to overcome longstanding challenges and drive meaningful reform for the benefit of the Somali people.
