MEDEMER is a political philosophy and governance framework developed by Ethiopian Prime Minister Abiy Ahmed in four volumes (Medemer, Medemer Journey, Medemer Generation, and The Medemer State), to guide Ethiopia beyond ethnic, communal, sectarian, political, socioeconomic, cultural and ideological polarization toward national unity and cohesion, shared identity, common purpose, civic engagement, effective governance and shared prosperity.

Medemer is also a practical socio-economic and political framework to achieve peace, progress and prosperity in Ethiopia, in the Horn of Africa and beyond. It is a homegrown Ethiopia-centered concept of synergy based on the idea that the whole is greater than the sum of its parts. 

Medemer is a dialectical synergistic synthesis where distinct identities (theses) and potential conflicts (antitheses) combine to create a constructive, cooperative whole (synthesis) for collective peace, progress and prosperity. The praxis of  Medemer is the systematic application of Medemer to solve real life socioeconomic and political problems and integrate, aggregate and synergize individual and small groups  to create exponential collective progress and prosperity.

Medemer is an intrinsically scientific concept supported by scientific laws. As a scientific concept, it can be used to systematically categorize, understand, analyze and explain the socio-economic and political dynamics in Ethiopia and can be tested empirically. It is possible to derive specific testable hypotheses from Medemer theoretical propositions and validate or falsify them through direct or indirect observation and experimentation.

As a scientific law, Medemer can be expressed through a synergistic equation that models social interaction using principles from physics and chemistry. Medemer philosophy posits that social dynamics follow the same laws as the physical universe, where human synergy releases vast amounts of energy similar to nuclear fusion. When individuals and institutions combine in “Medemer” (synergy) state, they create a syn-ergy (working together) effect that generates more collective power than the sum of individual or singular efforts, analogous to how atomic nuclei combine to release energy.

I created the Medemer equation and Medemer statistical model to illustrate the empirical fact that multiplying social capital by active citizenship leads to exponential collective impact. In homegrown Ethiopian proverb about the power of synergy, “If the silk in spiders’ web could be made into twine, it could tie up a lion.”

On June 24, 2026, the Ethiopian National Dialogue Commission (ENDC) took its most significant step forward yet, officially unveiling the eight major thematic agenda pillars meant to anchor the highly anticipated national consultation forum.

Led by Chief Commissioner Professor Mesfin Araya, this announcement crystalizes years of intensive data collection and validation workshops held across more than 1,200 woredas (districts). These pillars serve as the overarching framework for the National Dialogue Conference.

My greatest respect, admiration and appreciation goes to the distinguished and honorable members of the Commission and the extraordinary leadership of Chief Commissioner Professor Mesfin Araya who led the Commission and its work with the utmost honor, professionalism, integrity and impartiality.

After a four-year labor of love, the Ethiopian National Dialogue Commission has delivered a massively comprehensive and inclusive discussion agenda for the Dialogue Conference scheduled to begin on July 15, 2026. The eight-point agenda is refreshingly breathtaking in its scope and depth.

It is said, “A farmer's work is never done.” I will say the same about the Commission’s work.

Peacebuilding is a work in progress. It is never done. It is a long-term process aimed at resolving current conflicts and preventing future ones by addressing their root causes rather than merely stopping violence. It involves transforming relationships, reforming institutions, and integrating civil society to create an environment supportive of self-sustaining, durable peace.

"I shall be telling this with a sigh

And that has made all the difference for us and coming generations."

I supported President Donald Trump in the 2024 election principally because 1) I was convinced that he would never blindly support the TPLF terrorists as did the administrations of Bad Karma Obama and Crooked Sleepy Joe Biden, and 2) believed he would dismantle USAID so that it will not interfere in the internal politics of Ethiopia.

It is a new day. It is a new game in June 2026. The Trump administration, and especially Secretary of State Marco Rubio, understands the destructive potential of terrorism in the Horn of Africa.

The Press Statement issued by US Department of State Statement on June 18, 2026, is directed at Ethiopia, the terrorist TPLF and its Eritrean-Egyptian-Sudanese sponsors and the Horn of Africa region in general.

The Statement is specifically the first shot across the bow giving notice to TPLF terrorists and their supporters in the region and in the US that the US will not stand by idly as they wreak havoc in Ethiopia and entire Horn of Africa. The Statement makes compelling assertions of facts.

In a follow up tweet, U.S. Senior Advisor for Arab and African Affairs Massad Boulos made a special point about supporting the efforts of the “AU High Representative for the Horn of Africa Obasanjo on resolving tensions and advancing peace and stability.”

“Hardliners” in American diplomatic parlance (language) is a term reserved to describe extremists, radicals and fanatics, as in “radical extremist Iranian hardliners bent on sabotaging a deal with the US.” It is a diplomatic substitute for the word terrorist.

The Statement validates the fact that the US has concluded the TPLF is a terrorist organization that is responsible for the deaths of 600 thousand people in Ethiopia and the displacement of hundreds of thousands as a direct result of the war they started in November 2020 and continues in different forms until the present.

The Statement pointedly accuses the TPLF terrorists as a major source of conflict and instability not only in Ethiopia but also the entire region. The depraved TPLF leadership has cynically weaponized Tigrean civilians as cannon fodder to sate its lust for power. The TPLF terrorists have used child soldiers, human shields and forced conscriptions to wage a futile and unwinnable war and diverted humanitarian aid to military use causing humanitarian crises of epic proportions in Tigray.

Among the hundreds of thousands lives lost as a result of the TPLF terrorist war include mass killings and summary executions of civilians in such places as Mai Kadra and Chenna. The TPLF’s crimes against humanity include wartime rape and sexual violence, looting and destruction of civilian infrastructure, including homes, health facilities, and religious sites in the Afar and Amhara regions and forced displacement and ethnic profiling.

The Statement further asserts the TPLF and its supporters are hellbent on “undermining peace and security across the entire region.”

U.S. peace and security concerns in the Horn of Africa center on preventing state fragmentation, containing terrorism, and managing great power competition in a region that has merged with Middle Eastern security dynamics. The US wants to promote a secure and peaceful Horn region based on inclusive governance and prevent further humanitarian and security crises in the Sudan, South Sudan, Somalia and Ethiopia. The US wants to prevent the Horn region from becoming an incubator for international terrorism and eliminate threats to Red Sea shipping via the Bab el Mandeb chokepoint. The Statement recognizes the fact that TPLF is a terrorist organization that is a clear and present danger to peace and security in the Horn region.

“We will continue to use all tools available to expose and promote accountability for TPLF officials and other individuals who threaten that peace and stability in the region. Visa restriction is imposed targeting individuals who are responsible for, or complicit in, undermining resolution to the crisis in the Tigray region.”

The Statement about the “use of all tools to expose and promote accountability for TPLF officials and other individuals” refers to criminal liability for terrorism.

Until 2014, the U.S. government had classified the TPLF as a “tier III” terrorist organization when it issued an exemption in a policy memorandum.

First, as part of “accountability for TPLF officials,” the State Department could classify the TPLF again as a Foreign Terrorist Organization under Section 219 of the Immigration and Nationality Act.

Second, the US could also seek prosecution of TPLF terrorist and their supporters in the US under US federal terrorism law, Title 18, Chapter 113B of the U.S. Code. TPLF terrorists and its supporters in the US could face accountability under Material Support Statutes (18 U.S.C. §§ 2339A-2339B (knowingly providing, attempt to provide, or conspire to provide "material support or resources" (e.g. money, weapons, training, or personnel) to designated Foreign Terrorist Organizations under Section 219; or to terrorists in connection with specific crimes and Financing of Terrorism (18 U.S.C. § 2339C) against those collecting funds with the intention or knowledge that they will be used to carry out acts of terrorism.

The identity of individuals targeted for visa restrictions is rarely disclosed but in the TPLF’s case, the restriction almost certainly includes TPLF hardliners and terror masterminds Debretsion Gebremichael, Fetlework "Monjorino" Gebregziabher, Alem Gebrewahid and Getachew Assefa.

“The United States will continue to stand with the Ethiopian people, including the people of Tigray, who want to live in peace and dignity.” This Statement recognizes America’s public diplomacy towards the people of Ethiopia, including the people of Tigray. It is an expression of good will and good faith that the US will do what it can to help Ethiopians live in peace and dignity. Ethiopians have had enough of conflict, war, famine and displacement. The US is committed to seeing the people of Ethiopia live in peace, progress and prosperity.

“AU High Representative for the Horn of Africa Obasanjo on resolving tensions and advancing peace and stability.”

Former Nigerian President Olusegun Obasanjo played a central mediation role in the Pretoria Agreement, serving as the African Union High Representative for the Horn of Africa along with other former high level former African leaders. Obasanjo spent months doing shuttle diplomacy and visited the Tigray war zone multiple times to build trust and understand the conflict's root causes, operating on the principle that there could be "no victor, no vanquished." Obasanjo’s efforts culminated in the signing of the Agreement for a Permanent Cessation of Hostilities on November 2, 2022, (“Pretoria Agreement”) in Pretoria, South Africa.

The Agreement mandated a cessation of hostilities, the disarmament of TPLF combatants, the restoration of essential services, and unfettered humanitarian access for the Tigray region. The Agreement remains under AU monitoring.

The U.S. Senior Advisor is making it crystal-clear that the US supports full implementation of the Pretoria Agreement and continued AU monitoring of the implementation process. The Pretoria Agreement is not going to be reopened for renegotiation nor a new negotiation started with the TPLF. Whatever objections terrorist TPLF may have, it will have to raise it within the implementation framework of Pretoria.
