Cars are made from aluminium that can be recycled - batteries are made from nickel, graphite, cobalt and lithium and can be recycled (+-97%).
You know what can’t be recycled? Fuel… because you literally burn it every time you use it.
Also - burning gas at a power plant to charge an electric car gets you more kilometers driven than gas powered cars (Why hybrids exist).

There is no “Mandate” (there will be soon though) and the tax incentives make EVs cheaper to buy yes, however ICE vehicles are still cheaper to buy.
The more likely reason why EV adoption is high is the lower cost of ownership over time.
