Annibale Bugini, in his autobiography, wondered why Pope St Paul VI shut down his liturgy operation. “I have never known for certain what induced the Pope to take such a drastic and unexpected decision.”

He proposes one theory, but rejects it.

“There were those who ascribed the change to the ‘authoritarian,’ ‘almost dictatorial’ way in which the secretary of the Congregation supposedly managed the agency, not allowing freedom of movement to his own co-workers and limiting the role even of the cardinal prefects. But when all is said and done, all this seems to be the stuff of ordinary administrative life.”

He says the pope’s real motive “must have been something more earthshaking.” The next theory he proposes is he was told that the pope had been given a “dossier” indicating he was a Freemason, and not a believing Catholic. He then spends fives pages discussing the accusations that he was a Freemason, along with his denial that he was. He does not say that Pope St Paul thought he was a Freemason and that was his earthshaking motive, but he doesn’t say the pope didn’t either. As Sherlock Holmes points out, when all explanations but one are excluded, the one that remains, no matter how unlikely, is the truth.
