In the old days of Catalyst, teams were willing to build from grants ranging from tens to a few hundred thousand ADA.
Many projects were delivered, including DeFi platforms, tools, bridges, etc.
After launching on-chain governance, teams are surprised that a proposal asking for millions of ADA was not approved.
It seems that devs are not willing to work under $200K per year.
Some take it for granted that Treasury should cover not only development, but also marketing, operational costs, commercial expansion, etc.
Teams offer no revenue sharing, or only very weak ones, like 4% of fees for 1 year after the project is launched.
Teams protect themselves from a drop in the ADA price through a contingency budget, but I have not seen any proposal yet that would protect Treasury in case the ADA price rises from $0.25 to $1.
It seems that teams are ready to accept salaries 3x higher than they were asking for.
This has to change. And the only way to do that is to change governance.
Treasury cannot bear all the risks without sharing the upside.
The budget for Intersect has been approved. Now we need to start coordinating governance. DReps need to start talking to each other and agreeing on rules.

While this may be an unpopular opinion, maybe it’s time to seriously think about governance compensation.
Processing over 100 governance proposals is a lot of work. Many DReps are exhausted.
There was not a lot of interest in the CC-member role. Only a few DReps participated in the vote.
About 150-200 DReps vote on withdrawals. Breaking the 200 voting DReps mark will become increasingly rare.
DReps often vote impulsively on the last day before expiration. Without rationales.
Social pressure is often the deciding factor.
DReps decide on the allocation of hundreds of millions of ADA and the future of Cardano. I expect that whoever approves a $1M proposal will spend at least a day on the decision.
I dare say that we have only one such DRep (it's not me).
I expect that well-paid and neutral experts will be part of the decision-making process.
A regular bank would charge about a 1-2% fee for processing a $1M loan. Then the loan would have to be repaid.
In Cardano governance, teams don’t have to pay anything for processing. DReps will approve their withdrawal for free.
The commercial team doesn’t even have to pay anything back.
Projects like AdaLobby are emerging, where DReps get paid to provide feedback to teams. Why?
Because teams don’t have a chance to get feedback from DReps. DReps simply don’t have time to respond to them, let alone provide them with quality feedback.
Teams can only get feedback after submitting their proposals and only if DReps have written rationales.
We implemented a system where a ₳10M budget can be approved without the team having to edit a single line in the proposal.
DReps are even considered enemies of Cardano if they vote NO and demand changes.
At the same time, the quality of proposals is often very low, with no evidence of claims, no cost breakdown, FTEs, etc.
We have put Treasury in the hands of the community. The second necessary step is to ensure the quality of the decision-making process.
I can imagine that 1-3% of the NCL will be allocated for governance to ensure coordination and compensation for experts and DReps.

Serving on the @IntersectMBO Board of Directors, it has been my privilege to see, up close, the work that Intersect members and contributors do for Cardano. Much of that work is quiet by design, the kind that only becomes visible when it stops happening.
The Intersect proposal can be summarized simply: it keeps Cardano's technical backbone running and its community committees charting the course, for a smaller ask than last year, from an organization deliberately sharpening its focus.
Intersect's budget request is for 25.4 million ADA, an estimated $6.35 million (or less), organized into three published work packages: operations and ecosystem coordination (6 million ADA), technical stewardship and incident response (18.8 million ADA), and management of critical processes (0.6 million ADA).
Technical stewardship is essential as Intersect maintains stewardship of the core Cardano Haskell repositories as they transition from IOG, coordination of network upgrades, incident response, and security work across the network.
Intersect has now coordinated two network upgrades and is preparing the third, the move from van Rossem to Dijkstra. When the chain partition incident occurred in November 2025, Intersect led the ecosystem-wide response through the Security Council, the kind of coordination that no protocol parameter can supply and that somebody must be resourced to provide.
Alongside the technical work sits the operational machinery of governance itself. The Vision 2030 Framework, developed through the Cardano Product Committee, defined a long-term strategy for the ecosystem involving more than 700 participants through surveys, focus groups, and workshops, and DReps endorsed the result with over 67% support. The Civics Committee carries a similar weight on the governance side, with working groups that managed the Constitutional Committee election, published governance health reporting, developed governance education resources, and are now designing a constitutional amendment process.
The question I would put to anyone weighing this proposal is the one I have had to weigh myself: if this work is not funded, who delivers it? Some functions could migrate to other stewards over time, and I would welcome that kind of redundancy as the ecosystem matures. But today, several of these functions have no alternative owner, no funding source, and no delivery mechanism. That, more than any organizational loyalty, is the core of the case.
A case for support is not complete without saying plainly where Intersect has fallen short, and I do not want to write as though the criticism the organization has received is unfounded. The community has given us clear feedback on breadth, on cost, and on value for money, and some of it has landed. We know that Intersect must become leaner and more focused with technical stewardship and only essential coordiation at its core. We have cut over $1 million from our budget request from last year and our realized income will be even less with the price of Ada going down, but we are making preparations to continue operating at these levels.
This proposal funds continuity of critical functions while providing us the room to continue maturing and improving as an organization that is accountable to its members and stakeholders. We are already engaged in the process of understanding what the community needs from us in terms of things like Budget Processes, Committees, Working Groups, and we are adapting to meet the real needs on the ground.
I will close with the vision of Intersect's role that I have come to value most from my seat on the Board, and the one that is hardest to capture in a work package. Cardano's strength has always been that no single company, foundation, or faction owns its direction. But decentralization does not organize itself. Someone must convene the elections, maintain the processes, host the deliberations, and hold the space where builders, SPOs, DReps, and everyday members can disagree productively and still move forward together.
Intersect exists to be that neutral meeting place. It is a venue where community stakeholders, not any one interest, determine how Cardano should move forward. Cardano's constitution was purposefully built so that there would be no organization fixed in place, so that if change needed to happen it could, and anyone organizing a function in the ecosystem would hold a temporary seat. But I hope that you will join me in supporting the good that Intersect has done, in believing that we can continue to adapt this organization to meet the needs of the Cardano Ecosystem, and that we can advance the Cardano Community together.

The van Rossem hard fork has been successfully enacted on Cardano Mainnet! 🎉
We would like to take a moment to recognise the work of the Hard Forking Working Group to get us to this moment. Coordinating ecosystem partners, SPOs, DApps, developers and exchanges, across multiple networks to ensure a safe Mainnet event.
We would also like to thank DReps, SPOs and CC members for voting to ratify the hard fork initiation action. The first hard fork that DReps have been able to vote on, in addition to SPOs and the CC.

We used to celebrate hardforks on Cardano even having live watch parties. I know the magic of the hard fork combinator makes it a none event technically but it is still a marvel. I for sure will be celebrating the Van Rossem Hard Fork and congrats to everyone for the ratification
