- The Khayyat brothers—Moutaz, Ramez, and Mohamad al-Khayyat—are Syrian-born, Qatari-naturalized billionaires based in Doha, with their conglomerate Power International Holding holding $12 billion in Syrian reconstruction contracts that are unbankable under the Caesar Act.

- Edi Rama is the Prime Minister of Albania and chaired the committee that granted strategic investor status for the island project.

- Nathaniel Rothschild, a British financier, introduced Kushner to Rama on his yacht in the summer of 2021, a fact Kushner has publicly acknowledged.
