Most of ChatGPT relies on their massively free website which haemorrhages tokens (Astra Pro is on there)
Anthropic has money coming in from enterprise for API and doesn’t throw away money on all sorts of products, let alone free access ones.
Anthropic can afford it, especially if they continue with SpaceX/xAI.

It’s all entirely free.
But the reason they won’t is because that’s how they’re customers come in through the door.
