The crude market today operates on a willing-buyer, willing-seller model under the PIA. The NUPRC releases Domestic Crude Supply Obligation figures for crude allocated, offered, and supplied to the local refineries.

Are you saying that you will purchase crude from the IOCs at market rate and resell to local refiners at a subsidized rate? Given that most of NNPC's crude is tied to forward sale agreements, how much will it cost you monthly to provide this domestic crude subsidy to local refiners? Are you saying that there is no cost involved?

Gen Gowon tested the crude oil subsidy for local refiners model in 1973, at a time when the Old Portharcourt refinery was new.

It didn't take long before the scheme became a racket, and Nigeria wasted the 1970 oil boom trying to keep domestic crude supply to the refineries at $1.93 per barrel while it sold at $12 per barrel in the international market.
