The real issue to be tackled is voter apathy as reflected in around only 70% voter turnout in NZ.

Assuming all non- citizens are desperately clamouring to vote (for some yet uneplained reason),
the overall 'Citizen' voter turnout would be much lower.
That is THE real issue
